The United States Postal Service (USPS) is the EMS Cooperative member of United States, and is in charge of delivering EMS packages inside United States.

For example, an EMS package from China to U.S. is delivered by both EMS China and USPS. EMS China collects the package from the shipper, delivers it inside China, and then put it on a plane to U.S.. USPS takes over when the plane arrives and delivers the package from the airport to the receiver.
